Compliance that every Supply Chain employee can apply on a Tuesday morning, not only recite. امتثال يستطيع كل موظف في سلسلة الإمداد تطبيقه في يوم عمل عادي، لا حفظه فقط.
This is Maznexa's technical response to ITQAN, NWC's Supply Chain e-learning initiative. It follows the ten items of Table 2 in the order the RFP sets them. The work starts with a learning needs assessment and a Compliance Training Matrix that C&I can keep using after we leave. Bilingual modules are built only after both are approved, then loaded to the NWC LMS, accepted through UAT and handed over with everything C&I needs to maintain them. The RFP is not a request for a set of courses. It asks for three things, and each outlives the one before it. First, an evidence-based view of which compliance obligations apply to which Supply Chain roles, and how deeply. Second, a Compliance Training Matrix that keeps that view current as policies, delegations and audit findings change. Third, bilingual modules that close the gaps the first two identify. C&I then maintains all of it without us. That last requirement shapes the whole design: every choice here is made so the Company owns the content, the matrix and the method on the day we hand over. طلب العروض ليس طلباً لمجموعة دورات. إنه يطلب ثلاثة أشياء، يدوم كلٌّ منها بعد الذي قبله. أولاً، رؤية قائمة على الأدلة تحدد أي التزامات الامتثال تنطبق على أي أدوار في سلسلة الإمداد، وبأي عمق. ثانياً، مصفوفة تدريب امتثال تُبقي هذه الرؤية محدَّثة مع تغيّر السياسات ومصفوفات الصلاحيات وملاحظات المراجعة. ثالثاً، وحدات ثنائية اللغة تسد الفجوات التي يكشفها الأمران الأولان. ثم يتولى قسم الامتثال والتطوير صيانة ذلك كله دوننا. وهذا المتطلب الأخير يحكم التصميم كله: فكل خيار هنا مصمَّم لكي تملك الشركة المحتوى والمصفوفة والمنهجية يوم التسليم.

Each row of the Compliance Training Matrix names the policy, procedure, regulation, delegation-of-authority entry or audit finding it comes from. When an auditor asks why the warehouse team is trained on a control, the answer is on the row. At the Application level the RFP asks for "the ability to apply requirements and make appropriate decisions." So those modules are built on realistic Supply Chain scenarios: splitting a purchase to stay under an approval limit, a supplier's gift before an award, a goods receipt that does not match the order. Bilingual quality carries 10% of the technical score on its own and colours the 20% for samples. Our Arabic and English writers each work from the approved source, against one shared terminology glossary. A separate editor checks every screen in each language before an SME sees it. A handover that C&I can test before signingتسليم يستطيع القسم اختباره قبل التوقيع
The RFP requires C&I to update and publish content "without reliance on the Service Provider." We prove that before the final sign-off. In the handover stage a C&I team member edits a live module on their own, following the maintenance guide, and republishes it to the LMS while we watch. Maznexa is a Riyadh-headquartered digital, content and growth agency with more than twenty years of practice and over 180 people. Our work turns technical, regulated or complex material into content that people understand and act on, in Arabic and English. Maznexa delivers the scope with its own team, as prime contractor with sole responsibility for delivery. The only outside contributors are the individual Arabic and English voice-over artists. They will be named to NWC before recording and bound by the same NDA. The RFP is explicit that final module development may not start until the Learning Needs Assessment report, the Compliance Training Matrix and the Content Development Plan are all formally approved. Our method is built around that rule. Each stage produces a document NWC signs, and each signed document becomes the brief for the next stage. The assessment works at the level of employee groups and job roles. No individual employee is assessed, as the RFP specifies. Alongside the plan we build one pilot module end to end, in both languages, and run it in the NWC LMS test environment. C&I approves its look, voice, interaction style and technical behaviour before the other modules are scaled. Rework is cheapest here. Where the matrix assigns different depths to different groups for the same element, we do not build three separate modules. The module carries an Awareness core that everyone completes, plus Working Knowledge and Application paths that the LMS assigns by audience. The RFP leaves the number of modules to the needs assessment. So that NWC can compare bids on a like-for-like basis, we plan on twelve bilingual modules, each in an Arabic and an English version. The list below is what a Supply Chain compliance assessment typically confirms. The storyboard is approved as a bilingual source document. The Arabic writer and the English writer each write their version from that source, so neither language is a translation of the other's finished screens. Built during the assessment from NWC's own policies, and approved in the content plan. Terms such as purchase requisition, delegation of authority, three-way match and local content get one approved Arabic rendering, and it is used the same way in every module. A second editor in each language, who did not write the content, checks grammar, register, terminology against the glossary, and consistency between the two versions. Arabic screens are laid out right-to-left from the start: navigation, progress, charts and interactions all run in the reading direction. They use an Arabic typeface chosen for screen legibility, with native Arabic voice-over and Arabic captions. Why comments are consolidatedلماذا تُجمَّع الملاحظات
The most common cause of delay in compliance e-learning is five reviewers commenting separately, sometimes in contradiction, across email threads. We ask NWC to name one coordinator per review round, who returns a single consolidated log. Every person in Annex D is a Maznexa employee, released to this project for the allocation above from the kickoff date. Mobilisation is complete within two weeks of kickoff, as section 7.8 requires. NWC may request the replacement of any resource that fails to perform to its satisfaction. We will not replace a named member without NWC's prior written approval. Where replacement is needed, a substitute CV of equal or higher qualification reaches NWC within five working days. In most working relationships a gift is a gesture of goodwill. In a live procurement it can be read as an attempt to influence the result, even when nobody intends that. Whatever its value, it can put an evaluation in question and put you in a difficult position.

The programme runs from the kickoff meeting. Mobilisation is complete within the two weeks section 7.8 allows, and the final handover is signed in week 22, inside the five-month project duration of section 7.6. The three content waves overlap, so SME reviews for one wave run while the next is being written. The review windows in section 4 (five working days for storyboards and alpha builds, three for beta builds), SME sessions held as booked in week 1, and LMS test access by week 8. If NWC review takes longer than planned, the schedule moves by the same number of days and we show the effect in the weekly status note. Maznexa confirms that it understands the requirements of this RFP and agrees to be bound by the terms, conditions and pricing of its proposal, comprising this Technical Proposal and the separate Financial Proposal.
